New York, October 1, 2014 – Kramer Levin Naftalis & Frankel LLP announced today that Jeffrey Mulligan has joined the firm as a Planning and Development Specialist in the Land Use practice.

Mr. Mulligan has extensive New York City government experience in land use, planning and zoning regulations. As a Team Leader with the Manhattan Office of the Department of City Planning, he supervised high profile and significant rezonings, including Hudson Yards, West Chelsea/High Line, Hudson Square South, and the Far West Village. He also oversaw major development projects that were subject to discretionary approvals, including a full block residential and commercial development on West 57th Street, the expanded John Jay College campus, and large scale residential developments in the Clinton Urban Renewal Area.

As the Executive Director of the City of New York Board of Standards and Appeals from 2006 to 2014, Mr. Mulligan supervised staff review of all applications filed with the board and guided applicants through the process for obtaining zoning variances, special permits and appeals from Department of Buildings’ decisions.

Michael T. Sillerman, co-chair of the Kramer Levin Land Use practice said, “Mr. Mulligan’s experience at the Department of City Planning and the Board of Standards and Appeals has given him deep knowledge of the practices and procedures of both agencies, and his experience will add to the depth of our group as we counsel clients in the land use process. We pride ourselves on the range, talent and creativity of our group, and given his past achievements in city government, Jeff is a superb addition to our team.”

“Jeffrey Mulligan brings to our practice added depth in understanding the complexities of the major New York City agencies that regulate land use matters,” said Paul D. Selver, co-chair of the Land Use practice. “His perspective will give our clients a unique insight into and understanding of the regulatory framework within which their projects will be developed and strengthen Kramer Levin’s ability to move their development projects forward.”

“I relish the challenge of joining the Kramer Levin Land Use Practice, a group of talented and highly respected experts in the land use development field,” Jeffrey Mulligan said.  “Kramer Levin’s clients are involved in some of the most complex, important and innovative developments in the city, and I look forward to applying my government experience and skills to help bring these projects to fruition.”

Jeffrey Mulligan was awarded a Master of Science in Urban Planning from the Columbia University Graduate School of Architecture, Planning and Preservation; he earned a Bachelor of Arts magna cum laude in English from Boston College.
