Hubert de Vauplane writes a piece in the November 2013 issue of the French publication Revue Banque and deals with the following topic: through summer, the government facilitated the granting of loans to businesses by insurers and officially authorized individuals to lend on a regular basis. In both cases the government's motivation is the same: enabling new actors in the financing of the economy next to regulatory restricted banks.
