Robin Kramer is a real estate and land use lawyer with many years of experience in both the public and private sectors. She has been involved in issues as diverse as litigation on behalf of local governments; representation of a large property owner in connection with the development of land for residential uses; applications for tax incentive financing; preparation of a county-wide economic development program; representation of mine operators and gas producers in seeking government approvals; and challenging annexations; and preparation of impact fee ordinances. Ms. Kramer's work has included representations of governments in California, Florida, Minnesota, and Missouri. She drafted an amicus brief on behalf of law professors supporting the City of New London in
Kelo v. City of New London at the Supreme Court.
Ms. Kramer has represented developers in applications before city agencies, banks making commercial mortgage loans, not-for-profit institutions in their development of land, and landlords and tenants in lease negotiations. As part of such representation, she prepared development agreements, applications to City agencies, air rights and transfers and historic preservation agreements, contracts for sale, and leases, and was engaged in a broad range of other real estate and land use activities.
Ms. Kramer also served as Assistant Counsel to the New York City Department of City Planning, providing legal advice to the New York City Planning Commission. Among her responsibilities were the preparation of amendments to the New York City Zoning Code, representation of the City Planning Commission before city boards, drafting of development instruments to ensure conformance of development with the Zoning Resolution and the goals of the Planning Commission, and preparation of comments on and proposed legislation of concern to the Planning Commission.
