• Jeff Mulligan advises real estate developers, property owners, nonprofit organizations, and educational and cultural institutions on land use, planning and zoning regulations. Jeff advises on the development potential of properties, conducts land use due diligence and represents clients in all types of discretionary land use approvals, including variances, rezonings, text amendments, special permits and certifications.

    Jeff has extensive experience in New York City government. As a team leader with the Manhattan office of the Department of City Planning, Jeff supervised significant agency-sponsored rezonings, including Hudson Yards, West Chelsea/High Line and the Far West Village, and supervised major development projects that were subject to discretionary approvals. As the executive director of the Board of Standards and Appeals, Jeff guided applicants through the application process for zoning variances, special permits and appeals to determinations by the Department of Buildings, and also supervised the staff review of all applications filed at the board. Jeff’s 22 years of government experience have given him invaluable knowledge of the practices and procedures of city agencies — knowledge that he brings to bear in evaluating development proposals and in shaping applications for discretionary land use actions on behalf of the firm’s clients.

    Jeff regularly works with the Board of Standards and Appeals, Department of City Planning, Landmarks Preservation Commission, Department of Buildings, City Council and community boards. Among his most notable recent work, Jeff has helped in successfully obtaining approvals from the Board of Standards and Appeals for additions to a major NYC art museum and a prominent performing arts institution, the construction of a new 200,000-square-foot commercial development, the reuse and expansion of a NYC landmark building, and the construction of a new truck distribution facility. Jeff has also obtained approvals from the Department of City Planning, including special permits for a public parking garage and the addition to a NYC landmark building.

    • Special permit from the City Planning Commission for a public parking garage in a new residential development in Midtown.

    • Special permit and other approvals from the Board of Standards and Appeals to allow a national health club operator to expand into the New York City market.

    • Approvals from the City Planning Commission for privately owned public spaces in locations throughout Manhattan.
